A detainee at the federal lockup in Brooklyn has been charged with orchestrating a murder-for-hire plot from behind bars using a contraband cellphone, federal prosecutors revealed on Thursday.

The detainee, Dajan McBean, is accused of conspiring with two other individuals, Karl Smith and Chelsey Harris, to carry out the murder.

Unfortunately, instead of their intended target, they killed a bystander, 28-year-old Clarisa Burgos from Brooklyn, while also wounding her boyfriend, who was believed to be the actual target.

The incident took place the day after Christmas in 2023, outside a nightclub in Queens. Surveillance footage captured the violent scene, where at least two gunmen opened fire on both sides of the victims, unleashing a total of at least 16 shots.

The shooting happened on Liberty Avenue, and authorities recovered shell casings from both .45 caliber and 9mm weapons at the scene. The brutal attack resulted in the tragic death of Burgos, who had no involvement in the conflict.

McBean was already detained at the MDC-Brooklyn facility while awaiting sentencing for a previous offense—directing another shooting related to gang activity.

He was expected to appear in Manhattan federal court on Thursday to face the new charges related to the murder-for-hire plot.

According to US Attorney Damian Williams, McBean and his co-conspirators carefully planned the attack, intending to kill another individual. The plan was carried out by having others fire multiple shots at the intended target in New York City. Tragically, one of those shootings resulted in the death of an innocent bystander, Burgos.

McBean allegedly used a contraband cellphone from within the federal jail to coordinate the entire murder plot, all while awaiting sentencing for another gang-related shooting.

This case highlights the disturbing reality of how dangerous individuals can continue to engage in violent criminal activities even while behind bars.

The ability to access illegal cellphones in prison has been a growing concern, as it allows detainees like McBean to continue orchestrating dangerous and deadly plots without regard for innocent lives.
