Kentucky Woman Arrested for Alleged Abuse of Daughter: LOCKED IN DOG CAGE, STRANGLED, AND THREATENED
Police say a Kentucky mother was jailed for a wide range of child abuse-related offenses including keeping her 10-year-old daughter imprisoned in a dog kennel for days on end.
Madison County Detention Center records state Sheila Mann, 31, is accused of one count each of strangulation in the first degree, first-degree criminal abuse involving a child 12 years or under, first-degree unlawful imprisonment, first-degree wanton endangerment, third-degree terroristic threatening, and failure to appear.
Police said the mistreatment in Madison County happened over several months between Jan. 1 and early March of this year. “The child, who is under the age of 12, had disclosed to investigators that Ms. Mann had locked her inside a dog kennel-type cage, for two to three days at a time, and would only allow her to exit that cage just to use the bathroom,” Richmond Police Chief Rodney Richardson told Lexington-based CBS and The CW affiliate WKYT.
According to the defendant, she momentarily strangled her daughter around the neck with her hands; the girl told authorities during a forensic investigation. Based on a criminal complaint warrant, the TV channel also said Mann threatened to slit her throat.
Police report the girl complained she had problems breathing and her throat hurt for several days following the claimed strangling event. A court document acquired by Danville-based Fox station WDKY reveals Mann also accused of putting the kid face down into their kitchen floor and sitting on the child’s back.
Police report that this claimed mistreatment would last for many minutes until the mother tied the girl’s hands together behind her back with twine.
Sometimes the dog cage was locked with twine, the youngster told authorities. The claimed victim claimed she tried to flee several times but never managed it. The alleged mother seems determined to present her version of the events.
Mann refuted the accusations against her during an interview with WKYT, stating the assertions result from a misinterpretation of a circumstance whereby she, herself, was indeed the victim. The defendant claimed that the events took place in neighboring Georgetown, a medium-sized city around forty miles northwest of Richmond.
False, that is not the case. Mann told the TV station during a jailhouse interview—that is, particularly refuting the accusation regarding the dog cage confinement system—that is not accurate at all. I have never done something like that. I have always worked diligently in housekeeping. According to the Richmond Police Department, they are presently working on finishing that request.
Police report that foster parents are currently looking after Mann’s daughter. Mann is being held on $50,000 bond and booked on Monday. Madison County records reveal that the defendant is next scheduled to show up in court for her arraignment on Wednesday morning.
