In a recent development linked to the Watervliet shooting incident on January 23, the Watervliet Police Department has apprehended a fourth individual. Kendrick Flynn, a 21-year-old resident of Watervliet, now faces charges that include “facilitating another defendant to commit a shooting, hindering prosecution, and tampering with physical evidence.”

Watervliet police responded to reports of a shooting near 23rd Street and Second Avenue on January 23. Following the incident, Kasiyan Payne, Kyle Fowlkes, and Angadi Jones were located blocks away, and found to have an illegal firearm.

After the initial investigation, Kasiyan Payne was charged with felony second-degree Criminal Possession of a Weapon, third-degree Criminal Possession of a Weapon, and first-degree Reckless Endangerment.

Similarly, Kyle Fowlkes and Angadi Jones faced charges of felony second-degree Criminal Possession of a Weapon and third-degree Criminal Possession of a Weapon. Jones, notably, had been released from custody for similar charges stemming from an April 2023 arrest in Colonie.
